In Georgia, established the private industry reform groups for petroleum, tobacco, and alcohol to help Zurab Nogaideli (then Finance Minister, former Prime Minister) combat smuggling and increase excise tax revenues, thereby enabling Georgia to gain eligibility for its $295 million compact with the Millennium Challenge Corporation.
In Ukraine, established ten highly interactive Reform Initiative Groups (RIGs) to engage leading reform champions from NGOs, GOU, private sector, and other donor projects to review and enhance action plans for achieving policy reform results. Engaging the Ministry of Agrarian Policy, the Ukrainian Academy of Agricultural Sciences, and the State Committee for Consumer Policy and Technical Regulation through those RIGs, achieved the first implementation of EU standards in the agricultural sector (Interbull and ICAR dairy standards) in 2006.
In the USA, led the private industry discussions in 1988-90 with U.S. Government agencies to change U.S. export administration regulations to allow the sale of current computer systems to customers in Eastern Europe and the Soviet Union for the first time since 1979.
In Russia, working closely with Zoya Zarubina and Tambrands (now Proctor & Gamble), developed key recommendations and adoption strategy to change Soviet law in 1987 to allow joint ventures with Western majority control to operate on Soviet soil for the first time.
In USA regarding FDI in the USSR, developed and won approval for the investment plan for DEC (now Hewlett-Packard) to open its new subsidiaries in Russia and Ukraine in 1991.
